Development Program
Since assuming office in December 2020, the present Government of BTR has undertaken several measures to streamline Governance and Development in Bodoland Territorial Region (BTR), to ensure overall development in the Region.
To overcome manifold challenges and much-needed cleaning of the system, some major decisions were taken to revamp and streamline the Governance Delivery Mechanism with a focus on long-term planning while underlining a comprehensive vision for a Peaceful, Smart and Green Bodoland.
The foundational objectives based on the principles of welfare for all till the last person at the grassroots as articulated by Shri Pramod Boro, Hon ble Chief of BTR are summarized as follows:
- Ensure Peace, Security, Mutual Understanding, and Coexistence across Bodoland Territorial Region.
- Ensure Socio-Economic Empowerment and Financial Security of Ex Cadres and Martyr Families through Mission Mode Programs under the Cooperative Structure.
- Introduce, support, and promote a new culture of Value-based Politics encouraging Participatory Democracy within the framework of Listen- Respond-Act
- To ensure timely and just public delivery Citizens Services and Rights within the provisions of the Constitution of India, with special emphasis on the Administration and Objectives as laid down in the Sixth Schedule.
- Prioritize the Development Agenda with focus on Mutual Care, Education, Health Care, Sustainable Livelihoods, Effective Governance, among others.
- Ensure Timely Implementation of the BTR Accord 2020.
- To bring BTC districts up to par with their developed counterparts in the state and nation.
- To close the gap in all development sectors.
- Priorities also include Industrialization and Job creation for both skilled and unskilled populations.
- Strengthen the Livelihoods and Social Security Infrastructure to address a variety of issues, including reversing the negative consequences of protracted conflict and introducing healing and wel- being programs into the curriculum.
- Align Planning with the BTR Vision 2030 Report, which outlines BTR'S short-, medium-, and long-term development objectives by mapping them to the United Nations' 2030 Agenda for Sustainable Development Goals (SDGs)

The 100 Days 150 Targets Development Program has been introduced to Fastrack Achievable Development Initiatives of the Government of BTR for the period starting from 4th May to 12th August 2023. The Targets cover al the Departments of the Bodoland Territorial Council (BTC). The Targets have been prepared based on Achievability with a focus on the three development dimensions of Economic Development for Overall Economic Growth, Development Gap Analysis, and Social Stability.
Objectives of the 100 Days 150 Targets Development Program
- To Prioritize Achievable Targets in the Short Term.
- To lay the Foundation for Critical Long-Term Policy Planning, Gap Analysis, and Projects Implementation.
- To create a Comprehensive Mechanism for Mapping the Development Targets of BTC with the Sustainable Development Goals 2030 (SDGs 2030) Framework with Localised Indicators.
- To explore the convergence of Development Plans with Schemes/Guidelines of the Government of India and the State Government.
- To strengthen the existing Partnership Framework with all Partners.
